Lower time quest option

For accounts above a certain level the best quest is always the one with less time.

I have tried many times different configs and it seems that there is no config that ALWAYS chooses the quest with the lowest time, the bot ends up choosing one with more time. It's a simple feature and easy to add (i think).

If there is indeed a cfg that does that and does not mess up, please let me know.
