Rasberry console not upgrading my fortress

Hey, I recently started to use Console on rasp but for some reason i can't seem to get it to upgrade my fort. I have the same settings like on my windows machine, thanks for help

I tried it once again and it seems like its not working even on the windows machine, any idea what could be wrong.
