so you want to be able to set certain target levels?
Or do you want like a table to insert the upgrade strategy?

Anyways this might slow down the building process.

Other way around should units only be upgraded, once you start loosing fights against proposed/favorized enemy?

So it'd be great if you could come up with some more detailed expectation for such a functionality.

thanks to mfbot, mostly a lot of buildings are yet at the max.
I understand what you mean, and to do all happy maybe if possible, like you suggest, we can insert a target level to set for each of them... so who need build stuff continue to ignore it till needed
